I'd be interested to see the citation regarding the government definition you mention because, according to the FBI Active Shooter Incident Reports, Sandy Hook, Uvalde, and Edmund Burke are listed as occurring in "Educational" settings. I agree with you regarding the problem with using casualty outcome to define a mass shooting and the paper by Smart & Schell 2021 discussing the implications of various definitions is enlightening.
